Oriskany slated to be sunk on May 17

It was almost three years in the making, but the rusting hulk of the warship once known as “the Mighty O” has arrived at Pensacola, Fla., for its final shakedown. With tugboats guiding the powerless ship through calm seas at less than 2 mph, the decommissioned carrier Oriskany took all afternoon Wednesday to dock at Allegheny Pier at the southeastern tip of the Pensacola Naval Air Station.

The ship will become the largest ship ever to be sunk as an artificial reef and scuba-diving attraction, and diving enthusiasts lauded its long-delayed arrival Wednesday.

“This is a dream come true,” said Robert Turpin, Escambia County, Fla.’s marine resources chief who is credited with getting the ball rolling on the multi-govermental effort that allowed the Oriskany to be reefed off Pensacola.

Although the arrival of the 56-year-old ship from its temporary berth in Beaumont, Texas, was delayed by more than a week because of rough seas, that should not postpone the ship’s planned May 17 sinking date, said Harry White, public affairs officer for the naval air station.

By May 17, the 880-foot ship should be ready for its final resting place, about 24 miles offshore.

Resolve Marine Co. of Fort Lauderdale and Esco Marine Co. of Brownsville, Texas, are set to begin work today on cleaning contaminants from the decommissioned aircraft carrier and cutting holes in the hull.

No visitors will be allowed at the pier while crews ready the ship for sinking, officials said. Once the ship is sunk, divers and anglers should be allowed within 48 hours.

“A lot of people said it wasn’t coming back,” said Gary Toms, owner of Dive Pros scuba shop in Pensacola. “But now we’re kind of going, ‘I told you so.’ People will be coming from all over the world to dive this thing.”

Deaf and dumb boy country's youngest scuba diver

Port Blair: A 13-year old deaf and dumb boy from Andaman and Nicobar islands has become the country's youngest scuba diver. (in India)

Gaurav Baidya became the youngest scuba diver when he received the Pacific Area Diving Institute (PADI) certificate, the international scuba body certificate, after successfully demonstrating all skills required to become a 'PADI' open water scuba diver.

Gaurav was given the PADI certificate by S R Mehta, Principal Chief Conservator of Forest and Environment and Forest Secretary of A and N administration at a valedictory function yesterday.

Four scuba divers rescued

Four scuba divers, three of which are foreigners, including three pumboat crew were rescued after the pumpboat they were riding developed engine trouble mid-sea between Bohol and Camiguin islands.

 

Elmer Loreno, boat captain, from Sunrise, Tawala, Panglao told the Chronicle during an exclusive interview that they were drifting for more than 48 hours as passing vessels did not respond despite the distress signals they made.

He identified the scuba divers as Ian Willies, Ali Swandel, Mr. Fritchen and a certain Ruby Hora, from Panglao town. They left Panglao Island at 7 a.m. last Sunday to bring the drivers for an overnight stay in Camiguin.

“Big waves prevented us from reaching the shorelines of Camiguin,” Loreno narrated until they ran out of fuel and the pumpboat’s battery discharged.

 

Three hours after they departed from Scuba World at Alona Beach in Panglao, they were already adrift at mid-sea.

Since part of the trip was an overnight stay in Camiguin, Loreno brought food, including rice which they ate while awaiting rescue.

 

They set their shirts on fire to create signals in a hope that the passing vessels will rescue them, but to no avail, Loreno said.

The waves measured to about six meters high as strong winds, estimated at 40 to 60 kph, hit them while at mid-sea.

Alerted on the incident, PNP Prov’l Director Arturo Evangelista coordinated a rescue operation by contacting agencies based in Cebu, including a chopper for fear that the divers were kidnapped.

The divers and the three crewmen were rescued by bonnet- wearing fishermen who chanced upon them. Fearing that they were there to abduct them, the skipper texted authorities until the report reached Col. Evangelista.

He alerted authorities based at Camp Evangelista in Cagayan de Oro City who alerted Region 10 PNP under Col. Roland Destora.

Col. Evangelista coordinated the rescue operation including the fielding of a navy vessel to ferry back the survivors to Panglao last night.

Panglao Mayor Doloreich Dumaluan acted swiftly upon receiving reports from Alona that a pumpboat was reported missing since Sunday noon. He withheld information since there was sketchy report that the scuba drivers were kidnapped by three bonnet-wearing fishermen who pulled them towards Iligan City.

However, when reports were verified yesterday noon, Mayor Dumaluan called station dyRD and denied reports that the divers were kidnapped.

 

From the seas, they were brought to Initaw PNP station in Misamis Oriental where they were declared safe.

When contacted by dyRD through his cellular phone, Loreno thanked the alert cops of Initaw who assisted in the rescue operation.

Capt. Joey Pacito Yape, head of CIDG based in Cagayan de Oro was one of the officers who received the survivors yesterday afternoon. Yape is the son of the late Judge Pacito Yape who was previously assigned in the province.

Mayor Dumaluan lauded the quick rescue operation immediately after he alerted Col. Evangelista on the reported missing scuba divers. However, he urged boatmen and owners of diving shops to provide radio contacts in their pumpboats, and not just rely on their cellular phones.

 

However, Dumaluan said that the fast rescue would prove the competence of the line agencies involved in rescue operations in the areas near Panglao Island.

DAN = SCAM?

DURHAM, North Carolina (11 Mar 2006) -- Despite sacking former CEO Peter Bennett for alleged financial improprieties, Divers Alert Network continues to be plagued by a corrupt corporate culture, ill-advised territorial marketing schemes and lavish, wasteful spending that has earned it the dubious distinction of being rated among the worst non-profits by independent auditors.

The prestigious Charity Navigator, which is universally acknowledged as the most unbiased independent authority on non-profits and charities, has rated Divers Alert Network as an organization that "fails to meet industry standards and performs well below most charities in its Cause."

Divers Alert Network, also known as DAN, received only one star out of a possible four and received an overall score of only 37.50 in the all important "Peer Analysis" assessment.

Conversely, the Burke Medical Research Institute and Huntington Medical Research Institutes, which are both rated as peer organizations, received four stars and overall scores exceeding 60.

Although DAN is a member supported non-profit, it has steadfastly refused to reveal the financial terms of what critics describe as ousted CEO Peter Bennett's "golden parachute".

But 990 income and expense statements filed by Divers Alert Network according to laws that govern non-profits based in the United States reveal that in fiscal 2004, DAN diverted $140,000 of member fees paid to Bennett presumably as part of his "golden parachute" deal.

Another $25,000 in member fees went to Bennett's son, a former DAN vice president who no longer works for the organization.

Expenses listed in DAN's 2004 "Exempt from Income Tax" statement include over $140,000 for "former President and CEO Peter Bennett", nearly $25,000 for "former Vice President Chris Bennett" (Bennett's son), more than $100,000 each for a small army of "Vice Presidents", $80,000 for DAN's webmaster and over $3 million for the four-story 27,000-square-foot Peter B. Bennett Center, DAN's luxurious corporate headquarters paid for by member fees.

New Deck, Same Old Dirty Cards

Although DAN board members finally prevailed and ousted Peter Bennett, they failed to clean house. Bennett's right-hand man Dan Orr and left-hand man Chris Wachhoz still hold key positions in the organization although both were implicated in Bennett's financial shenanigans.

Orr along with Bennett and DAN attorney Wes Covington were investigated for lining their pockets with profits from AGI, DAN's off-shore for-profit insurance spin-off located in the Cayman Islands.

Wachholz got his chunk of the cash cow when Bennett and Covington cut him in on another insurance spinoff called Travelers Emergency Network, a Divers Alert Network clone aimed at travelers.

Together, Orr and Wachholz pocket more than a third of a million dollars annually from DAN member fees and donations.
